*Background: *

The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve
centre of ASEAN, a regional inter-governmental organization founded in 1967,
to promote peace and stability, sustained economic growth, shared prosperity
and social progress. It comprises the ten countries of Southeast Asia.

The entry into force of the ASEAN Charter on 15 December 2008 has provided
new impetus to ASEAN’s integration efforts by establishing a legal and
institutional framework required to achieve the ASEAN Community by 2015.
This includes the newly approved organizational structure of the ASEAN
Secretariat (ASEC) that is aligned to the requirements of the Charter and
the three Blueprints of the ASEAN Political-Security Community (APSC), ASEAN
Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC). The
ASEC is therefore well positioned to provide the necessary functions
required to effectively support the community building process under the
Charter and the Blueprints.

Currently, the ASEC is looking for a suitable candidate to fill the vacancy
of Technical Officer Human Resources (TO HR), who will work under the HRD,
Administration, Protocol & Conference Services Division, and Corporate
Affairs Directorate.

*Duties and Responsibilities: ***

The TO HR will report to the Head of HRD, Administration, Protocol &
Conference Services Division and will be responsible for providing
assistance in the Human Resource Management/ Development for ASEC staff and
project staff employed by the ASEC. Specifically, the incumbent will:

1.     Providing technical support to the Assistant Director of the
Division in Learning and Development process in ASEC.*

·        In coordination with other divisions, incumbent is responsible to
develop annual learning and development programmes (including budget)

·        Administer all Learning and Development programmes

·        Develop learning database for all ASEC staff

2.     Administer recruitment process in ASEC *

*Recruitment:*

·        Manage recruitment and selection process (developing
advertisement, short listing, preparing interview, draft report of the
recruitment and selection result/activities).

·        Assist requests from internal and external parties on queries
related to HR.

·        Assist in developing plan system and manuals related to Human
Resource Management.

·        Perform other relevant duties as assigned by the Assistant
Director, Senior Officer and/or higher authorities of the ASEAN Secretariat.

– Conduct reference check to validate, clarify or add to information
given by applicants.
– Prepare the required documentation for new recruitment.
– Assist in selection activities.
– Assist the new staff on induction programme.

·        Perform other relevant duties as assigned by the Assistant
Director, Senior Officer and/or higher authorities of the ASEAN Secretariat.

*Facilitate in the probation process:*

– Monitor on the staff’s probationary period.**
– Arrange the necessary process for contract extension. **

*Roster Management:*

·        Develop and maintain ASEC candidates and consultants roster for
future references**

*3. Perform Other duties as requested by the supervisor*

*Requirements: *

·        Postgraduate degree in Human Resources Management or relevant
field or discipline with a minimum five (5) years relevant work experience
in technical role and supervisory role.

·        Bachelor degree in Economics, Management or an appropriate related
field or discipline with a minimum seven (7) years relevant work experience
in technical role.

·        Demonstrated knowledge and policy, research and technical skills
in the relevant area.

·        Proven skills in problem solving in a complex organisational
environment and in work planning.

·        Demonstrated ability to develop, implement, monitor and review
Learning and Development Programme.

·        Demonstrated ability to plan and organise tasks and work flows,
with proven ability for accuracy under pressure and adherence to deadlines.

·        Sound supervisory experience, with the ability to motivate staff
and communicate effectively at all levels of the organisation.

·        Demonstrated ability to identify staff training and development
needs to mentor staff and conduct on the job training as required.

·        Sound oral and written communication skills and strong
interpersonal skills, including experience in cross-cultural environment and
international settings.

·        Demonstrated ability to develop and maintain sound working
relationships with stakeholders.

·        Demonstrated commitment to collaborative work practices.

·        Competency in computer skills with adequate knowledge of Microsoft
Office and Outlook where relevant to the position.

·        Excellent command of English, written and spoken.

*General qualifications: *

Computer literacy and proficiency in the use of Microsoft Office tools;
ability to multi-task, work long and irregular hours, and perform tasks
outside the usual job scope; ability to function effectively, independently
and as part of a team.

*Remuneration and Benefits: *

Successful candidate will be offered the post with a probation period of six
months and an attractive monthly salary commensurate with his/her personal
qualifications. There are other applicable benefits which include monthly
transportation allowance, outpatient medical reimbursement, hospitalization
insurance, and an annual bonus of a month’s basic salary. Upon completion of
the probationary period, the candidate will be confirmed on an initial up to
three-year contract, inclusive of the six-month probationary period.
